The Jamaica Constabulary Force has a dynamic leadership and command structure with the Commissioner of Police as the individual with overall superintendence for the organisation supported by 4 Portfolio, 5 Area and 19 Divisional Commanders.
Dr. Kevin Blake, has served the Jamaica Constabulary Force for 22 years and was the commander for the Force Development and Logistics Portfolio at the time of his appointment as Commissioner of Police.
Dr. Blake has a Ph.D. in Sustainable Development from the University of the West Indies. His dissertation was in the fields of Information Systems and Policing which saw him being the recipient of two awards; High Commendation and Recognition of Graduate Research Excellence. He has a Master of Science in Computer-Based Management Information System and a Bachelor’s Degree with honours in Computer Science and Mathematics.
His experience in the organization has been dynamic; he commanded the: Public Safety and Traffic Enforcement Branch, Planning Research and Development Branch, Area 4, Operations Branch, Area 3 and the National Intelligence Bureau. He also served as Assistant Operational Officer at the St. James and Kingston Central Divisions.
Dr. Blake has contributed significantly to the transformation and modernization processes of the organization. He developed a mathematical model based on the principles of expert systems that helps to determine the human resource requirement of the Force. He led the processes for establishing the governance structure for technology in the organization and the establishment of the Public Safety and Traffic Enforcement.
An accomplished software developer, Dr. Blake is responsible for the development of the management information systems that are currently being used by the JCF, CARICOM’s Regional Intelligence Fusion Centre (RIFC) and the Joint Regional Communication Centre (JRCC). He also served as the head of INTERPOL’s National Central Bureau (NCB), Kingston.
He has done significant work in the Caribbean region in the areas of national security, cyber security and counter-terrorism, and has presented at several international practitioner and academic conferences.
Dr. Blake’s leadership has been instrumental in the JCF attainment of ISO 9001 certification. Under his guidance, the JCF not only achieved certification but also maintains it through rigorous yearly surveillance audits and expansions of its operational scope.

Clifford Chambers has served the Jamaica Constabulary Force for 35 years and was Commander for the Area 1 Police Formation at the time of his appointment as the Force’s Staff Officer.
He holds a Masters of Business Administration (MBA) in Public Sector Management and Accounting, a Bachelor’s of Science (B.Sc) Degree in Accounting and Public Sector Management from the University of London and a Certificate in Legal Education from the Norman Manley Law School. He was called to the Bar in 2022.
ACP Chambers commanded the Police Fraud Squad Division, the Organized Crime Investigation Division (OCID) and was instrumental in its transition to the Counter Terrorism and Organized Crime Investigation Branch (C-TOC), which occurred under his command. He also commanded the Security Intelligence Branch (SIB) and headed the INTERPOL National Central Bureau (NCB). He was the Security Attaché assigned to the Jamaica Embassy in Washington DC for five years and was presented with the Medal of Honour for Meritorious Service.
