Deputy Commissioner of Police Warren Christopher Clarke, O.D, JP, is a veteran Jamaican law-enforcement leader with nearly 40 years of service in the Jamaica Constabulary Force (JCF). Appointed Deputy Commissioner of Police in December 2024, he is recognized as one of the Force’s most experienced operational commanders, having served at every level from divisional command to national strategic leadership.
Since joining the JCF in 1986 and becoming an officer in 1997, Clarke has commanded 15 police formations and held numerous senior operational and staff roles. He currently leads the Strategic Operations Portfolio, overseeing public order management, crime prevention and response, violence-reduction initiatives, fugitive apprehension strategies, hotspot risk modeling, and the Islandwide Highway Patrol System. His work emphasizes intelligence-led policing, rapid response capability, and structural modernization.
Previously, he headed Specialized Operations, the Support and Services Branch, the Criminal Investigation Branch, and the Operations Branch, and served as Area Commander for Area 1. He also led major national units, including the Transnational Crime and Narcotics Division and the Joint JCF/JDF Task Force. In 2019, he directed the transition from the Mobile Reserve Branch to the Specialized Operations structure, strengthening operational readiness.
Clarke holds advanced degrees in national security and business administration and has completed extensive professional command training. Promoted through every rank on merit, he became Assistant Commissioner in 2013 and Deputy Commissioner in 2025. He has also contributed regionally as Chairman of the Caribbean Working Group of Drug Commanders and remains active in national boards and community organizations, reflecting a leadership philosophy rooted in professionalism, reform, and service to Jamaica.
