Commissioner Blake begins with a heartfelt tribute to Constable Ricardo Fairclough, who was tragically killed 116 days ago while intervening to save a young woman being robbed. “Constable Fairclough could have gone about his business without intervening to save the life of a young lady who was being robbed. However, this was not who he was, and unfortunately paid the ultimate price so that a fellow Jamaican can live.” His actions exemplify the ultimate definition of human rights and service above self, a true testament to the values of the JCF.
The Commissioner extends gratitude to Police Federation Chairman Sergeant Arlene McBean for recommending Constable Fairclough for the Medal of Honour for Gallantry posthumously. “On Tuesday August 6, he was awarded. This is a very small token for the huge sacrifice that he has paid. However, it is Jamaica’s way of saying thank you to Ricardo, and his wonderful family who too has made a sacrifice.” This recognition, though symbolic, underscores the nation’s appreciation for his bravery and sacrifice.
Celebrating Everyday Heroes
Commissioner Blake acknowledges that Constable Fairclough’s heroism is mirrored by many other officers who put their lives on the line daily. “There are so many Constable Faircloughs putting their lives on the line everyday so our beautiful country can breathe.”
He also recognizes the critical support provided by those working behind the scenes, ensuring that frontline officers are equipped and prepared. “The results that we are seeing are due to your valiant efforts. Efforts that are enough to qualify many more of us for national awards.”
In recognition of these efforts, an additional 190 members of the JCF were bestowed with national awards, ranging from Long Service and Good Conduct to Order of Distinction, Commander Class. “On behalf of the entire JCF, heartiest congratulations!” This acknowledgment serves as a reminder of the collective dedication and excellence within the force.
Independence Day Celebrations
The Commissioner reflects on the recent Independence Day celebrations, particularly the Grand Gala at the National Stadium, which showcased the capabilities of women in the force. “It was such a wonderful moment when our people turned up in their numbers, from our Governor General and Prime Minister, to our local colourful peanut vendor. Our hard working and sharply dressed officers did an excellent job in ensuring that the people enjoyed the celebration in peace and in the spirit of camaraderie.” The highlight of the event was the showcasing of the JCF’s women, marking the 75th year of women in the force. “Many described their experience as having ‘goosebumps’. Even while we are a part of this great institution called the JCF, we all were equally awed by the performance of our women. It was a very proud moment for us all.”
Showcasing Talent in the Gospel Star Competition
The Commissioner also celebrates the talents of Constable Jaida Messam, who performed at the Gospel Star Competition in Montego Bay. “When I heard that Jaida was competing, I had absolutely no doubt that she would have cupped the prize. How did I know? Because I heard the most beautiful and melodious voice that I have ever witnessed in real life, at an Area 1 conference recently.” Constable Messam’s success is a testament to the diverse talents within the JCF and their dedication to representing the force with excellence. “On behalf of the entire JCF, who I know are joining me in saying, heartiest congratulations Constable Messam, and thank you for flying the JCF flag even higher.”

As the JCF continues to see a steady downturn in violent crimes, Commissioner Blake emphasizes the need for ongoing focus and resilience. “Finally, as we continue to see a steady downturn in violent crimes, let us remain focused and keep the pedal on the gas.
Our people are depending on us to return Jamaica to the peaceful and harmonious nation it once was – and I know we can.” He acknowledges the hard work and long hours required to achieve this goal, invoking the words of Dr Steve Maraboli: “Life doesn’t get easier or more forgiving; we get stronger and more resilient.”
