The Jamaica Constabulary Force (JCF) has implemented a series of strategic leadership reassignments across the organisation as part of its ongoing efforts to enhance efficiency and align resources with its strategic priorities for 2025.
The adjustments, which take effect at the start of the year, involve senior officers across various geographical and non-geographical divisions, areas, and specialised units, ensuring that expertise is placed where it is needed most. These changes are expected to strengthen the JCF’s transformation agenda and modernisation efforts.
Key Senior Leadership Changes:
- Assistant Commissioner of Police (ACP) Donovan Graham moves from Area 4 to lead the Border Security Branch(BSB).
- Senior Superintendent of Police (SSP) Michael Phipps transitions from Kingston Western (KW) to Area 4 Headquarters (HQ) in command.
- SSP Catherine Lord shifts from Area 3 HQ to Area 4 HQ, while SSP Paulette Green moves in the opposite direction, taking up duties at Area 3 HQ.
- SSP Wayne Cameron departs the Ports Division to Area 5 HQ and is succeeded by DSP Jeanette Davis who takes command of the Ports Division.
- SP Leighton Grey transitions from Area 5 HQ to the St Catherine South command.
- DSP Michael Campbell takes up duties in St Thomas command from St Catherine South.
- DSP Bryan Henry moves from Kingston East to command Kingston West
- DSP Michelle Campbell from Kingston Central to command Kingston East.
- DSP Mark Harris shifts from St Catherine South to command St Andrew Central.
Superintendent of Police (SP) Reassignments:
- SP Shawn Montague moves from Public Safety Traffic Branch to the BSB HQ.
- SP Dahlia Garrick transitions from Constabulary Communication Network to the Community Safety & Security Branch.
- SP Tomilee Chambers joins Area 5 HQ from Kingston Eastern.
- SP Allison Byfield shifts from St Thomas to Specialized Operations.
- SP Kenneth Chin moves from Area 5 HQ to the Police Emergency Command Centre, while SP Rory Martin transfers from St Andrew Central to Area 4 HQ.
- Hilary Williams departs Area 4 HQ for the Police Emergency Command Centre.
Deputy Superintendent of Police (DSP) Changes:
- DSP Sedoney Newman joins St Andrew North from NPCJ.
- Other reassignments include DSP Jervis Williams (from Property Management & Maintenance Division to St Andrew Central) and DSP Stacy-Ann Waldron-Jackson(from SAC to KC).
- DSP Shernett Crossman-Buddan transitions from Public Safety & Traffic Enforcement Branch to Ports (SIA), and DSP Phillip Smith moves from Kingston West to PSTEB.
- DSP Joseph Foster is reassigned from St Mary to Trelawny, DSP Eucal Francis from Kingston Central to St Andrew South, and DSP Rohan Ritchie from St Andrew South to Kingston Central.
Assistant Superintendent of Police (ASP) Adjustments:
- ASP Andre Quest leaves Specialised Operations to take up duties in Portland.
- ASP Kinlocke moves to St Thomas from Specialised Operations, while ASP Romario Rankin moves to the St Catherine South (Old Harbour).
These reassignments reflect the High Command’s commitment to modernising the JCF and building a more responsive and efficient organisation. Commissioner Dr Kevin Blake has underscored the significance of these adjustments in preparing the JCF for the challenges and opportunities of the coming year.
