ONGOING STOCKS AND SECURITIES LIMITED (SSL) INVESTIGATION UPDATES

A two-year multi-agency investigation into Stocks and Securities Limited (SSL) resulted in the arrest of three individuals on Saturday, December 27.

Members of the Financial Investigations Division (FID), the Constabulary Financial Unit (CFU), and the Special Operations Unit of the Counter-Terrorism and Organised Crime Investigation Branch (C-TOC), with support from the Major Organised Crime and Anti-Corruption Agency (MOCA), conducted coordinated operations in St. Andrew and St. James, which led to the arrest.

During the operations, four search warrants were executed, involving former directors and individuals connected to SSL. As a result, three people were taken into police custody and questioned in the presence of their attorneys.

Two individuals, Mr. Hugh Croskery and Mrs. Sarah Meany, were taken into custody on reasonable suspicion of breaches of the Bank of Jamaica Act, the Securities Act, the Larceny Act, and the Banking Services Act. Searches conducted at their premises led to the seizure of SSL-related documents and electronic devices. A third individual, Mr. Dermot Meany was arrested for a breach of the Firearms Act after ammunition exceeding the legally permitted amount was discovered.

Additionally, Mr. Zachary Harding, former Chief Executive Officer of SSL and Delta Capital Partners, reported to the FID and C-TOC and was questioned in the presence of his attorney regarding suspected breaches of the Bank of Jamaica Act, Securities Act, Banking Services Act, and Companies Act.

The SSL investigation commenced in 2023 and has involved extensive financial inquiries into the operations of SSL and related entities. Following a two-year investigation, the Office of the Director of Public Prosecutions (ODPP) has ruled that several former directors and associated companies be charged under relevant legislation.

Superintendent of Police Victor Barrett of C-TOC emphasised the importance of coordinated law enforcement efforts, stating, “Complex financial investigations demand disciplined teamwork, operational precision, and careful coordination across multiple units.” “This outcome highlights what is possible when law enforcement agencies work in step, share intelligence, execute safely, and secure evidence in accordance with high global standards,” he continued. “We remain committed to disrupting all forms of criminal activity and supporting processes that strengthen the delivery of justice and protect Jamaica and Jamaicans,” he added.

The investigations remain ongoing, and all seized evidence is currently undergoing forensic examination.
