RECOGNIZING SERVICE, ADVANCING LEADERSHIP: THE JCF-LASCO TOP COP 2025 PROMOTIONS

Excellence within the Jamaica Constabulary Force is increasingly defined not only by recognition but also by meaningful advancement. This principle was clearly affirmed at the JCF–LASCO Top Cop 2025 awards ceremony, where the top six finalists were promoted. Their advancement underscores the Force’s commitment to rewarding merit and cultivating capable leaders for the future.

Selected from a competitive field of one hundred and fifty-eight nominees, the six officers distinguished themselves through sustained excellence, operational effectiveness, and unyielding dedication to duty. In recognition of their exemplary service, Constables Shantel Powell and Monique Ann Bartley were promoted to the rank of Corporal, while Detective Corporals Livey Evans and Chadwick Williams, along with Corporals Stephen Smith and Rojhen Holt, were elevated to the rank of Sergeant.

Collectively, the promoted officers described their advancement as a meaningful affirmation of years of hard work, discipline, and sacrifice. They expressed pride in their professional journeys and gratitude for the opportunity to advance within the organisation, noting that the promotions reinforced their confidence that consistency, integrity, and commitment are recognised and rewarded. Each officer conveyed a strong sense of readiness and renewed motivation as they assumed their new responsibilities, underscoring their determination to lead by example, support their colleagues, and serve the Jamaican public at an even higher standard.

The decision to promote officers through the LASCO Top Cop initiative reinforces its central objective—to move beyond public commendation and make tangible investments in professional development. The promotions have bolstered morale across the Force and further entrenched a culture in which excellence is both acknowledged and rewarded. Commissioner of Police Dr Kevin Blake also expressed confidence that the newly promoted awardees will bring added value to the Jamaica Constabulary Force in their respective roles.

Meanwhile, Corporal Shantel Powell, recipient of the LASCO Top Cop 2025 Chairman’s Award, said she is excited to serve at the rank of Corporal and to continue empowering those she is called to protect and serve. Echoing the Commissioner’s remarks, she described the present moment as “a good time to join the JCF”, noting that the organisation is multifaceted and offers opportunities across a wide range of disciplines. She added that whatever one’s skills or interests—once applied legally, ethically, and effectively—the Jamaica Constabulary Force has a role capable of nurturing and utilising that talent.

Beyond rank and insignia, the promotions speak to the human stories behind the badge—careers shaped by sacrifice, discipline, and an enduring sense of duty to the Jamaican people. The reflections shared by the six officers illustrate that leadership within the Jamaica Constabulary Force is earned through integrity, resilience, and sustained commitment.

As the Force continues to adapt to the evolving demands of modern policing, the advancement of these LASCO Top Cop officers sends a clear signal of institutional direction. It affirms that dedication will be recognised, merit will be advanced, and those who lead with courage and professionalism will be entrusted with greater responsibility in service of the nation.
