
KINGSTON MAN CHARGED WITH FRAUDULENT CONVERSION & BREACHES OF THE TRADESMAN’S ACT
Detectives from the Kingston Eastern Policing Division have charged 57-year-old Richard Barrow, a businessman of Widecombe, Hope Pastures, Kingston 6, with Fraudulent Conversion and breaches of the Tradesman’s Act, following an incident which occurred between Thursday, July 11, and Monday, December 9, 2024.
Reports from the Elletson Road Police indicate that a woman transferred a sum of USD $93,930.05 to Barrow for the purchase of goods from an establishment owned and operated by him. On Tuesday, June 10, 2025, the woman contacted Barrow to enquire about the delay in delivery and requested a refund. Barrow allegedly refunded USD $7,000 but failed to return the remaining balance. A report was later made to the police.
Following further enquiries, Barrow was arrested and taken into custody on Wednesday, April 29, 2026. He was subsequently charged after an interview with investigators.
He is scheduled to appear before the Kingston and St. Andrew Parish Court on Wednesday, May 6.
